How to assign Tax classification code at site assignments level for two different BU as in R12?

Have a requirement that supplier site should have multiple site assignments ex. MX & CA. there is need to assign tax classification code for site assignments level. In cloud we do tax details at address level and not at site level. Is there any work around for this requirement?
