How to limit promotion, transfer, pay changes to be pay period begin effective start only

Summary

We have a need to limit certain changes on Assignments in Oracle such that the effective start date is the beginning of a pay period

Content

We are in prototype testing of Oracle HCM and Kronos. We found a need to limit the Effective Start Date of some actions in Oracle HCM to only be the start of a pay period. We could not link it to the payroll calendars but we did find a workaround to do it every two weeks as we have only one, bi weekly payroll cycle (Sunday to two Saturdays later)
