Need to restrict users from deleting items on price lists

We need to restrict users from deleting items on price lists, instead they should only end date it.

We tried checking if a custom role can be deployed to achieve this, however the 'Manage Price List' privilege which includes this function does not seem to be copy-able to create a custom privilege out of it. 

Is there a way this restriction can be accomplished via role, privilege or otherwise. 

Please advise.
