When HR specialist assign course it assigns in "Completed" status

Whenever we assign a new course to learner, it goes into "Completed" status. We changed "Default Assignment Rules" from "Active" to "Request Approved", it makes status as "Pending Active" - when we activate it becomes "Completed"
Course is renewable every year.
Any idea why it is completing automatically.
