Hi All,

We only have PDH module and want to leverage Commercialization Change Orders for process management so people can raise requests.

Can we release a COO without an affected item? We only want to manage approvals and no modification in items more like requests.

But, OOTB PDH does not allow you to route an empty change order for approvals.
