Can a person with Time and Labor manager role have access to Team Change Request page

Hi All

We have a requirement to route all change request approvals to the time and labor manager instead of the line manager. 

While we have achieved this requirement by modifying the workflow, we see that the time and labor manager gets all the change request approval notifications on the bell icon. 

Since the time and labor manager does not have access to team change request page, its very difficult for the manager to open all notifications from bell icon and approve it.
