Should learners see new courses added to a specialisation, even if they have completed it?

Summary

Should learners see new courses added to a specialisation, even if they have completed it?

Hi,

We have a specialization set up for our people managers with a range of optional courses. As there are no required sections, the specialization completes as soon as the learner enrols. They can then pick and choose which courses they want to book.

A few months after the specialization was launched, we added some additional courses. We have a situation where some learners can see the new courses and some can't.  We raised an SR and have been told that once a learner completes a specialization, they won't be able to see any further courses that are added.
