Process Workforce Compensation Change Statements and Access for Administrators and Managers

When I run the 'Process Workforce Compensation Change Statements' and set the visibility to 'Administrators and managers' Managers cannot view Employees Compensation Change Statements when they navigate to My Team > My Team > Compensation > click on the Ellipses for an Employee > Select View Compensation Change Statements. The same is true for HR when they navigate to the Employees Spotlight Page > Compensation tab. However, the Manager can open the Employees statement when they navigate to My Team > Workforce Compensation > Communication tab. Is this expected?
Please Note: When I set the visibility to 'Administrators, managers and workers' both the Manager and HR can view the Statements for Employees via the above navigation.
