Earnings Element - Paid Over Pay Periods

I'm trying to determine the best approach for an earnings element to be paid over multiple payroll periods.  What i've been asked is to create an element that is earnings(Regular vs Supplemental not determined yet) that would be paid out with semi monthly periods for a year.  The total periods would be 24.  Suppose we want to pay an employee 2400 during the course of the year that would equate to $100 per pay period.

The element would not be applied to everyone and be given on a per person bases.  The amounts for each person would be different.  I'm guessing my best best is a recurring earnings element that would be effective say 1/1/yyyy-12/31/yyyy.  Assuming it was $2400 the element would have the amount of $100.
