User is not able to create contracts for a particular business unit

Summary

When a new user is supposed to create contracts for a new business unit, does the user needs to be added as a resource under the organization manually or it needs to be a automatic system.

We have scenarios where a new user is going to create contracts for a particular business unit. Our question is whether the user should be manually added under the organization in Manage Resource Organization Members or it should be automatically updated through a process.
