HTTP 403 when accessing REST API crmRestApi/resources/latest/hrHelpDeskRequests

And the role specified is Sales Administrator

But even with that role the user does not get access the the REST API
It gives HTTP 403 for GET https://<servername>/crmRestApi/resources/11.13.18.05/hrHelpDeskRequests
