Unable to create Withholding Tax Certificate

Summary

My Tax is not showing the LOV when creating a WHT Certificate so cannot continue

Content

I have configured the following for WHT

 - Tax Regime

 - Tax (Enabled for Transactions)

 - Tax Status

 - Tax rates

 - Configuration Owner tax Options for the BU

 

However when selecting the tax regime, there is nothing in the LOV for Taxes so I cannot continue.

Has anyone had a similar issue?  if not, I will raise an SR
