BI Folder Permission is not working

Custom Job role not able to search in BI folder permission section

Hi Team,

We have created one new custom job role without any role and duties but when we tried to search in Folder permission section we are not able view the role but when we tried to copied the existing seeded roles then we are able to search it in permission section.

And when we create the Role with BI duty category its working fine. please suggest is it expected behavior or i am missing anything
