Learning Looping

Hi,
I've currently go an issue where we've sent out some learning but a small number of learners are experiencing looping at a certain stage of the learning which means they can't progress past a certain point and complete this. The learning has been sent out to approx. 18,000 people and so far this is only affecting 12 people.
The content type is a SCORM 1.2 file. We've created and sent thousands of similar learnings in the past and haven't run into the same issue. I thought it could be related to the type of browser the user is using but this issue reoccurs on Chrome, Internet explorer and Edge.
