Data security policies to create read only OTBI roles in PPM

Are there any data security policies that enable access to just OTBI reporting in PPM

1. Are there any data security policies exist now or planned for future that enable OTBI only data access for PPM. We have Report Payables DSP to create AP OTBI role.

2. If there is no such data security policy can we create read only role with individual data security policies that grant access to various subject areas like costs, billing etc for one business unit and at the same time assign standard Project Accountant role with read/write access for another business unit. When we tested this approach looks like user has the ability to edit expenditure items for the BU with read only access.
