Impact of not progressing to offer stage for certain applications

Hello All,

We have a case where the offer stage is not required for Internal candidates but in ORC we can't skip the Offer stage as it is mandatory to move to HR stage.

As a workaround we thought of creating one stage in 1 phase prior to the Offer which concludes the Job application cycle and if there is action that needs to be taken then it will be notified to HR to take necessary action (Change in the assignment) from Person Management.

In the whole process, we are skipping Offer and Move to HR phase for internal candidate. Business Processwise we are ok with this approach but just wanted to take opinion from other experts here if there is a better way to handle this or if we skip the Offer/Move to HR phase then Is there any impact except incorrect data in standard reports.
