Who uses Training Offerings? What determines the order of the items you place in the offering?

I'm building training offerings and want the most prevalent choice to be first on the list.

I'm building training offerings and want the most prevalent choice to be first on the list. But it seems no matter what order I select them in the I can't get the correct one to the top of the list when opened in a learning plan.

Does anyone know the trick to what order the items occur in?
