Positions Report With Active Employees and Blank Positions

The report i created does not show open positions when i apply filter on Assignment status Not Equal To Inactive

Hi,

I created a position report using "Position Real Time" and "Worker Real Time" subject areas. This report provides:

1. All positions that has hired employees

2. All positions that has inactive employees 

3. All positions that are open (so we know which positions are vacant for hiring)

 

My problem: When I apply a filter in criteria on Assignment Status Not Equal to Inactive the extracted shows only those positions that has active employees. It does not show positions that are blank.
