Personal Details Responsive Page

Summary

Name change for worker submitted by HR routing for approval (when using classic page, this did not go for approval. Only when submitted by employee did it go for approval)

We are in the process of moving to the responsive pages.  In the classic pages when HR submit a name change it does not require approval. However, if an employee submits a name change, it does go for approval.  During testing, when HR submit a name change using the responsive Personal Details page, it is going for approval.  Requirement is if submitted by employee = go for approval.  If submitted by HR = auto approve.  Is the only way to achieve this to reconfigure our approval to take the role into account?
