Two IDCS - SSO Setup

Hi,

Oracle provisioned two IDCS. One IDCS for FA & DCS. And one more for OIC (PaaS). 

We have enabled DCS-IDCS as IdP for the DCS self service users to signup and Self Service SSO as per below Oracle Docs. It is working fine.

Now we are developing one application in VBCS and we want to embed this application in FA with SSO. Since we have two IDCS, which one we have to use as IdP. Kindly share the best practice to enable DCS and VBCS application.
