Does anyone know if for self paced activities, the system defaults all of the as being required?

Hi there,
I noticed that when you cretae for example in a self- paced offering, all self paced activities are made as being mandatory to complete by default by the system for the end user. When working in my Client Groups> Learning Catalog> Course> Offering> Activity - on Activity Details page there is no button/ field or option to say something is required or not.
We have a situation where we want to add 3 different weblinks as self paced activities, to a self paced offering, but we want the learners to be able to complete the offering just by consuming one of the weklinks and not all 3.
