Suspend assignment with 0 incumbent

Good day everyone!
Could you please advice me if there is an option to suspend assignment and get 0 incumbent for this position?
I tryed this on Lab environment, but when I was trying to hire a person on that position, I've got an error "There is no enough vacant FTE for this position". (Screens in attach)
