New Assignment Alert causes duplicate notification in some scenarios

Scenario:

 

Employee enrols in a course which is sent for Manager approval.

Manager rejects the course.

Since BIP notification is enabled, employee receives rejection notification.

After 1 hour, New Learning assignment alert gets triggered and the employee receives notification for a new learning assignment.

This is incorrect since the course was already rejected.

I have disabled this alert but then when Manager assigns a course to their direct reports, the direct reportees do not receive any notification since the new learning assignment is disabled.
