Deep link not visible to specific role, despite EL expression including role name

Summary

We created a reporting role for emergency contacts, and a report with employee emergency contact info. We added this report as a deep link/tile on the homepage, but it's not visible to those w/ role

We created a reporting role for emergency contacts, as well as a report with employee emergency contact information. We added this report as a deep link/tile on the homepage, as this is the only report this role needs to access.

I created an EL Expression that this tile is only visible to those with either HCM Application Admin, or the custom reporting role we created:
