What is the best way to expand department structure?

We are using R12 Global Human Resources and Financials.  For Departments, our client has a need to report off the following attributes, as well as the relationship between the attributes:  Enterprise, Business Unit, Line of Business, Region and Market. 

Does best practice recommend we try to expand our current structure (Enterprise, Legal Entity, Business Unit, Department) to include Line of Business, Region and Market or should we build a brand new structure?

FYI:  In the short term, we are going to use EFFs on the Department to capture these reporting attributes.
