Is it possible to use any filter that restricts the triggering of alert for specific courses and people

We have created a resource alert to trigger when Required assignments are created for Learner. Is it possible to control that this alert triggers only for specific courses and people.Lets say we have a catalog of 2000 courses and we want this alert to trigger only when required assignments are created for some particular courses eg 1000 out of those 2000 courses. Also if it is possible to exclude a certain group of people from this alert eg People from a particular department?
