Course Enrolment Approval vs Learning Request Approval

Trying to under the Learning Request Approval and how to tweak it for course enrolment

We have the Learning Request Approval Workflow process. This is my understanding:

When requesting learning by going through Request New Learning the approval process kicks in. Which is great and is what we want.

But we need a process where this process kicks in when the learner enrols onto a course that is instructor-led. So, lets say a learner enrols onto a classroom training called Presentation Skills. This is instructor-led albeit virtual. Before the enrolment status changes into Enrolled it needs to be in pending approval. The manager or administrator will then approve and the learner is enrolled. Can I use this process for this?
