How to end date accrual plan for all eligible employees?

We have an accrual absence plan that started several months back to due COVID.  Select eligible employees received the absence plan and has been active since plan started.

We now want to end that absence plan.  I have tried to update/change from Active to Inactive and also Active to Close.  After each status change I execute the Update Accruals and the process did NOT end date the plan in the employees plans.  Making the plan Inactive or Close just seem to end it in the employee plans but not truly end date the plan.
