HSA-Direct Deposit via Payables

Hello Everyone. My client wants the following:

1.) An Employee is able to open a HSA account with their preferred bank

2.) The Client pays the Employer contribution once a month and should be deposited into to that account 

2.) The Employee can contribute to the account every pay period

Does anyone know if it is possible to configure this in Payables?
