Project Costs and OTBI Report access to project accountant through project role instead of Job Role

Does a user assigned as Project Accountant on a project gets access to costs work area and OTBI to access costs with out job role and data access?

We only have one business unit, but have multiple groups separated by project units. We have several federal grants which should not be seen by the other groups. When a user gets Project Accountant job role and data access to the business unit, the user will be able to see project costs, assets, revenue and reports for all projects in all groups (types of projects - like capital, sponsored and operational), so we would like to restrict the costs access of a person only to the projects they are associated as Project Accountant. Does the Project Accountant - project roles provide such access?
