rest api error - Could not create SSL/TLS secure channel

We are trying to use this RESTAPI - /fscmRestApi/resources/11.13.18.05/dataSecurities/{UserRoleDataAssignmentId} for revoking data access sets from user ids.

But it is throwing this error message Could not create SSL/TLS secure channel

Could anyone help on this.
