Access to Manage Calendar Events page without giving access to Setup and Maintenance

Is there a way in which we can grant access to the Manage Calendar Events page to a custom role without giving access to Setup and Maintenance. We want the role to be able to add new holidays or edit existing holidays, but do not want them to have all the additional access Setup and Maintenance comes with.
I tried looking for Quick Actions and Deep Links, but could not find any for Calendar Events.
Please let me know if anyone else has done this before.
