By assigning the project manager role either at the project or user level, only Project Execution Management (PEM) is enabled. We do have project execution management so we cannot use PEM work area. But at our client, project managers usually update their project settings including resources, tasks and dates and need to see their projects. Projects are created by a team of project administrators who support the entire projects module, but the project managers should be able to see their projects in Project Financial Management (PFM) and make changes as necessary.
