Locator restriction flags are enabled on item master, as this flags provide the flexibility to the user to select only specific locator during any inventory transaction, but it creates a problem on create pick wave, because by default system pick the staging locator from the shipping parameters which could be different than the on-hand quantity locator, if we don't change the staging locator manually so the create pick will be failed.

If we remove the restriction flag on item master so create picks will be completed without any issue but during the Inter Org transaction system fetches all the locators instead of specific locators, which is difficult for the user to find and select the locator for multiple lines.
