User Prompt Results Causing ORA-01795 Error (IN statement 1000 expression max limit)

Appreciate any help with this issue as none of the possible solutions found have worked.
We currently have a report that gives the Job Profile (job code/title, description, etc.) to allow review of all items associated to a job in a single view. It allows the user to select the Job, Job Group, and Job Sub-Group. However, when the user runs the report without selecting anything (running wide open), it gives us the ORA-01795 ("Maximum Number of Expressions In The List is 1000). I understand that the IN statement can only have a maximum number of expressions of 1000. We need to find a way to get around this no matter how many items the
