Absence Accrual plan init value

Hello all

I'm trying to configure an Accrual plan that should accrue some time for YEAR time long.
But it is feasible to create new types. but how can I, without HDL, set an initial balance and then should no longer accrue anytyme.
Using accrual because user must see the balance in the screen.
