Learning Withdrawal approval not working as expected

Manager approval required if the course or offering cost is more than zero

I am trying to configure course/offering withdrawal approval rule if the cost is involved i.e if the cost is more than zero.

I have setup the rule to look for learning item min and max price, if the price is not null or not equal to zero, it should go for manager approval.

if the price is null or equal to 0, it should be auto approved.

When tested, the manager approval is triggered for both course/offering with and without cost.

Has anyone done this before? PLease see attachment.
