Payroll Element Entries History excluding terminated employees

I have created a report to pull Annual Salary and Annual Bonus using the Payroll - Element Entries History Real Time subject area. I have not filtered out any employees so it should show leavers too.

The report works as I want however I noticed that the only Inactive employees it pulls across data for is those who have moved within different legal entities and have terminated records in the system, but are still active in the company under a different entity.

Anyone who has left the company completely and therefore no longer employed by us is not showing up in the report.
