Non-Prod Email Overwrite?

Hello,

Has anyone found a solution to prevent users from receiving emails in non-production environments? 

When we migrate a snapshot from production the pending requests will continue to email users. This is a significant challenge for implementation instances with a large user base, and it can cause confusion for new users during the adoption phase.
