Queue is not getting updated when category is changed

Hi Experts,
We are implementing HR Helpdesk and found this issue.
Employee creates a service request using a wrong category and it gets assigned to a queue. Helpdesk agent will review the SR and selects the correct/valid category. When agent changes the category of the SR, the queue is not getting updated to a new value. Does anyone faced similar issue. Any pointers would be of much help.
