Values in the City field are not getting populated on the timecard.

Created and added location fields (State, County and City)to the "Projects and Payroll Layout Set". As required, "County" field values should get displayed based on the selected "State", and "City" populated based on the selected "County". Created payroll time type independent attribute field and added these location fields as dependent fields to the independent field.
Now, values in state field and County field are getting populated. However, City field shows no values in the drop down. Any suggestions to help resolve this issue will be highly appreciated.
