Learning NONCATALOGUE request for My Team - Not possible to add attachment

Hi All, 

As a manager, I would like to add attachment to the Learning noncatalogue request form. How I can do that ? 

I saw that the Learner can attached a document in the  Learning non catalogue request form but not the manager. Do you know why? How can I add attachment to the Learning non catalogue request for my team in the form ?
