Implement "Confirmation of GTA" before registering for a course

Hello all,

we have the following requirement for our customer and need ideas how to implement it in our system.

The requirement is, that every time learners register for a course or request an external Learning activity, they must confirm the genereal training conditions (GTA) because of legal reasons. So we need a link to our GTA and a flexfield, with which the Learner can confirm the GTA. And both of them should be displayed for each course registration. We already tried to implement it by Page Composer but by know it was not successful. 

We would be very grateful if someone had ideas on how best to start.
