need FIFO for Lot numbers during FBDI Miscellaneous Issues

My client is using FBDI to do Miscellaneous issues of a lot controlled item. They want to Oracle to figure out what lot number should be used. If you don't put a lot number in the file, the transaction ends up in Pending transactions with an error needing a lot number. Does anybody know of a way to have Oracle use FIFO to put a lot on the pending transaction or add a lot number when importing the FBDI?
