Random "Reconcile Withdrawals" on learning assignments

We are seeing some odd behavior with the system withdrawing users from active assignments,  The odd thing is these assignments are not part of a learning initiative.   The learner self enrolled and then was randomly withdrawn with a "Reconcile Withdrawal" reason code.

Has any other customers experienced this behavior?  Oracle if you are watching,  please provide any feedback you can provide.
