Unable to re-enroll people in same absence plan which became inactive

Hi All,

          I am looking for a solution. We have a bunch of people who were enrolled in a paid sick plan due to a specific condition on location now these people got transferred to another location but that location eligibility was not in place. Now meanwhile people got un enrolled in that plan and plan is appearing as inactive on their absence records. Now I added the new location condition back to that sick plan and now I am running enrollment again but the people are unable to get enrolled in that same absence plan.

So even though the conditions are satisfying the people are not getting enrolled in that plan.
