Delegations of Authority - capabilities

Can Delegations of Authority by Position be maintained and searched on in HCM

We have a need to maintain a database of delegations of authority, by position and category (e.g., Finance, Governance, HR, etc.).

I've been introduced to the HCM  Areas of Responsibility but apparently these responsibilities are defined per person, rather than position, and cannot be searched by any user. 

I've pasted an example of the capabilities we are looking for below (it's public facing).

It would be ideal to maintain this information within Oracle HCM but it's looking like it won't meet the above two criteria. Can anyone suggest some other capability within HCM that can meet these requirements?
