How to hide tiles/apps from the main dashboard for all users

Hi all
We have not yet implemented modules like Learning and Recruit, but users can see the apps related to these. One of our employees somehow managed to submit a learning request, so I'm trying to find out if there is a way to hide unused apps like Learning from all users? I know each person can change what they say, but I'm looking to basically remove access entirely to prevent employees accessing. Can this be done through something like Page Composer?
