Document Delivery - Year-End Documents for Canada

For our Year-End Documents for Canada, in ESS, we would like to set up the default delivery method to be online so we can have employees access our T4s online through ESS.  We do not have Document Delivery Preferences enabled in ESS, so we would like to be able to set this at an administrative level.  We are using the responsive Year-End Document page in ESS for viewing the T4s.

I have 2 questions:

How do we set the default method to online delivery, with no permission needed by employees.

How do we set up for some employees to have our Payroll administrators print a paper document (this would be for those who are either terminated employees or on leaves) for the T4?
