Financial Plan type is not available in project template

We want to update our project templates with a financial plan type. Unfortunately the LOV for financial plan types is empty. 

Template - Financial tab and 'Budget and Forecasts'.

However when we use the same template to create a project and then want to add a financial plan type at budget creation then we can see the plan types.

Why the difference?
